Can anybody please tell me what the ROF function does?

Logically you'd think that RoF stood for Rate of Fire, the greater the value the greater the number of shots. IIRC it is nn fact it is the inverse, the greater the value the slower the rate of fire.

Regarding the test runways I can't imagine any of these settings have any impact on the map. Runways don't come with guns. I suspect these are 'hangovers' from the fact that the test runways are considered 'ships'.

ROF- Rate OF Fire in shots per second. 60.0 ROF is shot per sixty seconds.
Test Runway 4 the airstart one, be very careful where you put it BTW or you'll end up having the same trouble as the Napoli airstart that got you so angry in the first place. :D

Ideally put it on water (a river or a lake/sea) if not clear open fields works OK mostly. Aircraft are always spawned at 2000m headed east.

IIRC it is different, I believe to know it is like ROF=1.0 = RL ROF of this object.
If ROF=0.5 it will be twice the ROF of the object's RL ROF.
So ROF=2.0 the object fires at half RL ROF.

but ROF 60.0 is once per sixty seconds

Ah, now I understand how you meant it! :)
