But that is what an early Pacific scenario looks like. So, its either this or no early Pacific.

I disagree with Fergi about the balance. The Ki-43 will match the P-40C/Hawk-81, Buffalo, and Hurrcane II. What will be key for Blue pilots is to draw the Red pilots into turn fights. Easy against the standard pilot online but harder against more experienced types. Hurricane will dominate because of firepower but suffer due to slow acceleration, low roll rate, and poor low altitude performance.

The only plane that worries me is the P-40E. That will probably need to be removed for balance sake.

On a completely different matter, how much did the IJA operate the A6M2-A Type 11s at this point? Also, we could introduce an early scenario with the carrier borne A5M4?

No Type 11's at this point. This part of the war became almost strictly a Army effort. The Japanese Army and Navy were actually in competition against each other more often then not.
