Mods Trouble

Hey, i am trying to get the modern weapons (v1.0) mod to work but following the installation instructions i can't use the first set of rules to follow since the game is not on my C: drive and in the 2nd set i don't have a mods folder. I tried creating one but the mod didn't show up.

Any help would be great.
